Indonesia is endowed with the greatest combined concentration of marine and terrestrial biodiversity on earth, and is rich in forest, marine, mineral, and freshwater resources. The use of these resources, while supporting Indonesia’s economic growth, has involved massive land use change, deforestation, and biodiversity loss. The five-year (2016 – 2021) BIJAK (Bangun Indonesia untuk Jaga Alam demi Keberlanjutan, or Build Indonesia to Take Care of Nature for Sustainability) project was designed as a national-level project to address these threats. More specifically, the U.S. Agency for International Development (USAID) designed BIJAK to work through national or “nationwide” instruments and systems to address the constellation of factors – market, financial, policy, and social – driving deforestation and biodiversity loss in order to promote enduring changes in individual and organizational behavior that will reduce GHG emissions and conserve valuable biodiversity. As a facilitator and supporter of change, BIJAK will work with Indonesian policymakers, civil society organizations, private sector entities, research institutions, and other stakeholders to contribute to the following goals:
National-level policies, laws, regulations, decrees, procedures, or fiscal and budgetary practices reduce greenhouse gas emissions, reduce wildlife trafficking, and conserve valuable terrestrial and marine biodiversity.
National agencies and civil society employ updated legal, policy, regulatory, or procedural frameworks, strengthened and better coordinated networks, and accurate information flows to prevent and interdict wildlife trafficking.
Extensive land-use industries, especially major palm oil companies and their suppliers, commit and adhere to sustainability pledges and adopt practices which protect high conservation value and high carbon stock forests across their operations. Green business practices are developed and shared widely in the business.
Indonesian social norms and public opinion support targeted terrestrial and marine biodiversity conservation and low carbon development issues.
Civil society networks and advocacy campaigns positively influence public opinion.
In Year 2, BIJAK will integrate its four programmatic components – improved low carbon and conservation oriented land use governance, improved management of conservation areas and protection of key marine and terrestrial species, improved private sector and land-based industry practices (primarily palm oil), and improved constituencies for conservation – to achieve the following:
Improved conservation area and forest management (Technical Theme 1); and
Increased species protection (Technical Theme 2).
Under Technical Theme 2 – Increased Species Protection, BIJAK will strengthen efforts to:
combat wildlife trafficking by revising and updating the legal and policy framework, and building capacity to confront the illegal or unsustainable trade in wildlife, and meet national commitments to CITES
combat wildlife trafficking by increasing commitment to tackling wildlife crime and reducing domestic demand for wildlife and their product
reduce marine plastics by increasing public awareness and change consumer behavior toward single-use plastic products, and other strategies.
Advise and support the Chief of Party in the development and implementation of a comprehensive vision and strategy to increase the protection of key terrestrial and marine species under TT2, ensuring strong integration across BIJAK’s technical components (primarily Components 2 and 4).
Provide overall technical direction, strategy input, and leadership to project staff assigned to TT2, including defining and overseeing technical quality and schedule performance and coordinating short term technical assistance needs. This will require close and regular communication and collaboration with all relevant project staff, subcontractors, grantees, short term technical assistants, Government of Indonesia (GOI), USAID, and other donors and project partners.
Serve as direct supervisor of the Biodiversity Conservation Specialist (Component 2) and the Resource Rights, Governance and Policy Reform Specialist (Component 4), provide support and mentorship for senior technical staff in developing their strategy, and designing and managing project activities; assess their performance and provide feedback on a continual basis; provide training, coaching, and consistent feedback on technical team work products, presentations, and performance.
Support analysis, capacity building and other technical assistance provided to GOI stakeholders to create a revised and updated legal, policy, regulatory and operational framework for enhanced biodiversity protection. Advisor will also provide strategic input for campaigns to change behaviors and expand constituencies.
Develop strong evidence-based, compelling, and credible presentations to demonstrate overall TT2 strategy and activities/activity design justifications. Clearly and concisely articulate key messages, project successes under TT2, and strategic approaches through various communications outlets and publications (e.g. policy briefs, analyses, key activity highlights, activity summaries, etc.).
Contribute to monitoring, evaluation, and learning efforts and oversee and support the preparation of activity reports as required by donors and/or stakeholders, in Indonesian or English.
The Advisor is expected to stay updated on latest developments and initiatives in this field, collaborate with and build upon the efforts of other relevant Government of Indonesia initiatives, US Government and other civil society activities.
University degree(s) in Environmental Science, Biology, Ecology, Zoology, International Development, Public Policy, Public Administration, Political Science, or related development field is required.
Must have a minimum of fifteen years of experience working on biodiversity conservation issues. Should have professional experience and familiarity with efforts to prevent and interdict the trafficking of wildlife and wildlife products, including policy reform, data gathering, surveillance, investigation, prosecution, customs operations, or monitoring related financial flows. Ideally, the specialist should also have experience in supporting the establishment or operations of broad government and/or non-governmental platforms instituted to share information and coordinate anti-trafficking planning and enforcement actions. Minimum 5-years’ professional experience in Indonesia.
Excellent existing networks within GOI agencies are a must and ability to liaise with and communicate effectively with senior government officials, donors, and partners is required. The candidate should also have strong private sector and civil society networks in relation to environmental protection, biodiversity protection, law enforcement/counter-wildlife trafficking, and protected area management.
Demonstrates synergies between forest carbon- and biodiversity-oriented conservation practices.
Strong facilitation, coordination, networking and negotiation skills.
Experience and a deep understanding of the process of policy and legal reform in Indonesia related to biodiversity conservation, natural resource management and the environment.
Experience with law enforcement activities, legislative drafting, policy formulation and advocacy, organizational capacity building, cross sector coordination, public engagement, and behavior change campaign activities preferred.
Superb analytical and planning skills; strong sense for innovation and new approaches to conservation; decisiveness and ability to work independently and in a collaborative team environment.
Good judgment and ability to work under tight deadlines.
Must have strong report writing and presentation skills; strong technical writing skills and excellent communications skills in both English and Indonesian.
Demonstrated leadership, versatility and integrity.
