ADVISOR (ASST) – Save the Children

Yayasan Sayangi Tunas Cilik partner of Save the Children in Indonesia is changing for the better.  We’ve begun to build a national organisation that aims to be a strong, local, and self-sustaining voice for children in Indonesia namely Yayasan Sayangi Tunas Cilik Tunas Cilik.  To this end, Yayasan has been designated as a “Prospect Member of Save the Children” which focuses on strengthening and localizing our voice for children in strategic middle income countries. Currently Save the Children’s programs in Indonesia is implemented by Yayasan Sayangi Tunas Cilik. We work in eleven provinces, have staff of approximately 300 local professionals, and programming in Child Protection, Education, Health and Nutrition, Disaster Risk Reduction, and Humanitarian Response. We are currently seeking to fill the following position:

Adolescent Skills for Successful Transitions (ASST) Advisor

1 position, based in Jakarta, CO

ROLE PURPOSE:

As a member of the Program Development and Quality team, this ASST Advisor is responsible for leading the strategic development of a high quality, evidenced based, and innovative Youth Employment and Empowerment programme that delivers immediate and lasting change for children in Indonesia and contribute to Save the Children’s global Breakthroughs: Learn, Survive, Be Protected.

Reports to: Director of Program Development and Quality

KEY AREAS OF ACCOUNTABILITY:

Strategic Planning

  • Provide leadership, strategic vision and direction to Save the Children’s ASST programme in Indonesia
  • Position Save the Children as a leading organization for Youth employment related issues in Indonesia
  • Ensure strong evidence base for all ASST programs; Lead periodic update of the CRSA, and revising the strategy strategies as needed to ensure quality needs based programming
  • Lead the development/updating of the ASST Program Strategies, Country Annual Plans, and Country Annual Report ensuring participation and buy-in from all relevant program staff
  • Be part of Save the Children’s regional and global Youth employment networks and providing strategic input to regional and global thinking on Youth related programmes on an as needs basis.
  • Provide thought leadership on ways to leverage internet, mobile and related technologies to strengthen and expand Save the Children’s work with youth in Indonesia

 Program and Project design

  • Ensure that the Indonesia country office has high quality, cost-effective and full spectrum (development and emergency) ASST program reflecting Save the Children’s global initiatives and theory of change
  • Ensure that the ASST strategy includes a master program log-frame with key global indicators to guide program development and project design
  • Ensure strong and effective cross-thematic collaboration with other technical advisors to ensure that the holistic needs of children are considered in project design and implementation
  • Serve as the technical focal point for proposal development in ASST.  In particular, being the lead coordinator of member technical advisors input, as well as facilitating the project design process in country ensuring meaningful participation from relevant field and technical staff, and local partners and beneficiaries as appropriate
  • Ensure programs have a strong evidence base with needs assessments and situational analyses included in the program/project design process
  • Balance needs/requests of Save the Children members, donors and external partners to ensure quality results in programming

 Technical assistance and capacity building

  • Directly providing or procuring ASST technical support and advice to project teams as needed
  • Support capacity development of ASST technical staff, maximizing their role as technical support providers to field teams and local project partners
  • Develop basic standards/fact information and toolkits to assist protection project staff to deliver quality protection project/programme with essential tools and better understanding of the topic.
  • Ensure effective working relationships with SCI global and regional technical advisors, procuring technical support as needed to support program and advocacy efforts
  • Working closely with the Human Resources team, provide recommendations on key technical competencies and related capacity building support for ASST program staff as appropriate
  • Initiate and coordinate capacity building activities for key ASST programme staff, including identifying external training opportunities, and organizing peer learning groups and seminars
  • Ensure technical review of external communication materials such as campaign messaging, media articles, and donor reports related to ASST; Provide feedback and suggestion for improvement as appropriate

National advocacy and special initiatives

  • Represent Save the Children at a senior level, actively networking to promote SC perspectives and building relationships that help facilitate the success of our projects
  • Oversee special initiatives that leverage internet, mobile and related technology to strengthen and expand Save the Children’s programs with youth
  • Oversee the management of key national Youth Employment initiatives, and coordinating national level relationships, in particular with the key ministries
  • Oversee the identification, design and implementation of key pieces of research and special initiatives that can maximize the impact of Save the Children’s work in ASST
  • Ensure strong and effective collaboration with the campaigns and advocacy team in developing and leading national Youth employment related advocacy and campaigns
  • To develop and maintain a network of external experts on Youth employment practice and policies, with the aim to advance policy impact and change
  • Prepare key policy briefing documents for positioning Save the Children on Youth employment and related issues
  • Present at conferences and external meetings with aim to advance advocacy for policies that support Youth Employment

 Measurement and evaluation

  • Ensure strong collaboration with the National MEAL team in data collection and analysis of key program and project indicators, ensuring that learning are incorporated into our programs
  • Together with the National MEAL team, oversee the management of all internal and external ASST program and project baseline, mid term, and evaluations

 Knowledge Management and Learning

  • Strengthen technical expertise by keeping up to date and incorporating learnings from key research initiatives, best practices of ASST programming and regional/global trends related to youth employment
  • Ensure the learning materials, youth employment related policies, operational research and good practice documentation are stored, sorted and shared on timely basis among ASST program staff
  • Present the ASST program overall progress, strategies, learning and good practices in Extended Management meetings
  • Facilitate regular program learning group (PLG) meetings for all ASST staff, facilitating cross-learning from different program teams

 Other Support as agreed with line manager

  • The post-holder is a member of the Extended Management Team (ESMT)
  • The post-holder may be required to support lend support to activities beyond the scope of this job description.  This will be discussed and mutually agreed with the line manager.

QUALIFICATIONS AND EXPERIENCE

Personality

  • Passionate about helping disadvantaged youth in Indonesia
  • Excellent listening and inter-personal skills; ability to work well with disadvantaged, deprived, marginalized and diversified populations
  • High level of self-awareness and willingness to take criticism as an opportunity for growth

Qualifications

  • Master’s degree on economics, livelihoods, human rights, social science or equivalent fields
  • 5-7 years working experiences with preferably experiences on program development, monitoring and evaluation, policy research and advocacy in a given or broader field related to youth employment and empowerment
  • Experiences working with high level government agencies, civil societies, NGOs and academics on issues related to youth employment is desirable
  • Knowledge of project management cycle and experience in project design and proposal development
  • Experience in doing research and providing technical support in youth employment or related area
  • Recommended advanced fluency in both Indonesia and English
