IDLO RULE OF LAW PROGRAM INDONESIA
In November 2014, IDLO was selected by the Minister for Foreign Trade and Development Cooperation of the Ministry of Foreign Affairs of the Netherlands to manage a substantial part of the rule of law program. IDLO is in charge of ensuring the coherent and efficient management of the Indonesia-Netherlands Rule of Law Fund (“RoL Fund”), in alignment with the Indonesian National Long-Term Development Plan (RPJPN) 2005-2025. IDLO’s main responsibilities are the identification, implementation and monitoring of activities supported by the Fund, while facilitating and strengthening collaboration among Dutch and Indonesian institutions working on rule of law initiatives. The primary objective of the RoL Fund is to support the development of effective, accountable and inclusive justice sector institutions, and ensuring equal access to justice in Indonesia.

POSITION
Under supervision of the Field Program Manager, Rule of Law Program and in close coordination with the Finance and Administration Officer, the Finance and Grants Associate will be responsible for supporting the supervisor in the following main duties:

▪ Review of the financial reports submitted by the Implementing Partners, including, but not limited to, checking the completeness and the accuracy of the supporting documentation, the consistent allocation of the expenses against the approved budget and the forecasted expenditures.
▪ Carry out monthly financial close of the Country Office and prepare the financial reports, coordinate with respective colleagues for any corrective actions as necessary.
▪ Process all expenses generated at the CO level ensuring they are in compliance with IDLO policies and donor regulations, and corresponding to the chart of accounts, budget lines when recording transactions.
▪ Prepare CO balance sheet and monthly reconciliation reports (including advances) on a timely manner.
▪ Review procurement documents to ensure that they comply with IDLO policies and procedures and donor rules and regulations.
▪ Ensure that payments are made only after approval has been obtained from the budget holder.
▪ Ensure costs are allocated in accordance with the approved program budgets.
▪ Assist with preparation of grant budgets to support new proposals.
▪ Support the Program Manager in monitoring budget vs. actual report as required.
▪ Assist in the review all sub-grant monitoring reports and preparation of management summaries of findings and recommendations in accordance with sub-grant agreements.
▪ File financial documents and Ensure that copies of all relevant documents shipped to Rome are maintained at the CO and filed electronically in sequence.
▪ Other relevant duties as requested by the supervisor.

IDEAL CANDIDATE PROFILE

Education, Work Experience, Languages
▪ Minimum of a Bachelor’s degree in Commerce, Finance or Accounting.
▪ Minimum 3–4 years of relevant professional experiences preferably within the international development sector.
▪ Good knowledge or experience in managing grants, donor rules and regulations.
▪ Fluent oral and written English and Bahasa Indonesia is required.

Specific knowledge, skills and competencies
▪ Working knowledge of accounting software.
▪ MS Navision knowledge will be an added advantage.
▪ Excellent written and verbal communication skills.
▪ Keen sense of ethics, integrity and commitment to IDLO’s mandate.

TERMS AND CONDITIONS
The successful candidate will be contracted for an initial period of 12 months, with the possibility of extension based on satisfactory performance and funding availability. IDLO offers a competitive remuneration and benefits package in terms of salary, medical insurance, annual leave and sick leave. The Finance and Grants Associate will be based in Jakarta, Indonesia and must have the necessary permission or immigration status to work in Indonesia.
