OXFAM INTERNATIONAL OBJECTIVE:

Vision for Indonesia
Oxfam Indonesia has the vision that people in Indonesia will live
equitably and free from injustice of poverty, enjoy their rights, and are
resilient in times of disasters. By 2020, 2.5 million women and men in
Indonesia are empowered to overcome poverty, vulnerability and inequality.

Background
Indonesia is the world’s largest coconut producer (31% of global
production) and fresh coconut exporter (33% of global fresh coconut
export). Coconut is one of agriculture’s superior products in Indonesia
especially in areas with huge coconut plant potential in Flores NTT,
Maluku & Papua, Java, Sulawesi, Sumatera and Kalimantan and the global and
national demand for coconut products has been increasing since last
decade, especially for products such as coconut oil, VCO, other nut
product. Crude Coconut Oil (CCO) production in Flores is already known by
farmers / producers, mainly by women at household level. They produce this
CCO from their own coconut using traditional method and limited equipment.
Unfortunately the CCO product from household producer in Flores is only
sold to local market but the actual CCO quantity sold is less than the
quantity produced (most producers only sell half of their product). The
quality of the CCO varies significantly mainly because the producers have
different understanding in CCO production process.

To see the real condition in Indonesia, Oxfam-Prisma project initiate to
facilitate and support coconut farmers in Flores to increase their income
by linking them with better value markets. PRISMA is a market-led
agricultural systems approach to improve farmer practices, link farmers to
input and output markets and improve the local business enabling
environment in a systematic and sustainable way. It is expected that
interventions aimed at improving the market system will lead to improving
the income of 300,000 targeted poor farmers in Eastern Indonesia by at
least 30 percent by program end.

The competitiveness of NTT’s Crude Coconut Oil (CCO) can be improved by
improving the quality and production of CCO by woman farmers/coconut
farmers and facilitating aggregation point by local intermediate service
provider. Oxfam has a role to provide and facilitate the project
intervention consist of facilitate the establishment of CCO producer group
in village level, develops training modules and support private sector
partner and intermediate service provider to conduct training series on
good handling practices (GHP) and Quality Assurance (QA) to CCO producer.

Be part of a dynamic working environment. We are recruiting two position
under Oxfam-PRISMA project – Better value market for Crude Coconut Oil
(CCO) with a real commitment to gender equality and International aid and
development background. These post will be have fixed term contract for
12 months with possible extension.

1. Project Manager – PRISMA CCO project (code: PM CCO), based in Ende,
Flores

JOB PURPOSE:
To manage the overall OXFAM-PRISMA project on “Better value market for
Crude Coconut Oil (CCO) farmers / producers in Flores. The main objective
of PM is to lead the implementation of project work plan, project budget
management and also to support office financial management also to manage
the project cycle, to delivery project intervention in the field and to
achieve project target. The Project Manager will work closely with coconut
farmers, partners, private sector, government and Oxfam team. She/he will
have direct reporting to Eastern Indonesia Coordinator.

RESPONSIBILITIES
Based in Ende NTT, the Project Manager position has a combination of
office-based work and field activities to support the implementation of
project, budget management and also to support office financial
management. The main objective of this position is to facilitate the
operation of office and support the Project Officer to delivery project
interventions in the field.

As representative of Oxfam in Flores, NTT province
Manage the implementation of “AIP PRISMA – Oxfam” project in Flores NTT.
The project is “Better value market for Crude Coconut Oil (CCO) farmers /
producers in Flores
Facilitates the implementation of the approved intervention plans
Supports Eastern Indonesia Coordinator (EIC) to negotiate intervention
deals with project partners (in the private sector and in Government)
Conducts regular field visits to ensure proper implementation of
activities
Ensure the sensitiveness to gender and social inclusion in all
interventions
Manage the field offices’ financial, administration and human resources so
that adequate support is provided for project implementation and ensure
that Oxfam procurement system, HR policies and other standard procedures
are followed
Ensure the safest possible operating environment for all Oxfam staff, and
also ensure security procedures are followed and that a neutral stance is
maintained by all Oxfam staff in Flores NTT
Maintain relationships and coordinate with related local government
stakeholder, local authorities, other NGO’s, project beneficiaries and
other involved parties
Support Eastern Indonesia Coordinator (EIC) to ensure that Oxfam’s project
is implemented in a way that meets its intended objectives in a
participatory manner, in line with donor’s requirements and that reports
are provided on time to the donors and also all activities are in
accordance with the terms of reference and approved
To works in close coordination with Project Officer, other Oxfam projects,
operational team including resource mobilization and communication,
monitoring and evaluation team, government officials, donors and local
stakeholder ensuring successful Oxfam project implementation
Report to Eastern Indonesia Coordinator as often as the situation
requires, develop an understanding of the environment and provide analysis
on current and future trends
Provide office monthly or weekly report and support Project Officer for
providing project reports as required by Oxfam and project donor
Overall responsibility for the implementation of financial and
administration systems and control at Oxfam project office in Ende Flores
NTT. This includes ensuring that financial systems are adhered to by all
levels of personnel and comply with Oxfam Procedures
Together with Project Officer managing finance operations this includes:
payment processes; submission of project and financial report to Makassar
office / Jakarta office and also production of timely management
information
Support Eastern Indonesia Coordinator for provide to management with a
statement of expenditure against budget on all programmes on a regular
basis and that will assist project planning and delivery. Assist with the
transactional and reporting aspects of the financial management systems
Ensuring strong coordination with finance team for preparing financial
reporting for internal and external stakeholders as requested
To work with support team to ensure that vulnerable and fixed assets are
treated in adherence to Oxfam’s standard and procedure
Maintain good communication with Oxfam Indonesia and Oxfam Eastern
Indonesia team
Assisting visitor from Oxfam, Donors, Government Officials and related
parties to project location in Flores NTT

SKILLS AND COMPETENCIES:
A Bachelor’s degree in the social sciences, international development or
related discipline. Exceptional relevant practical experience may be seen
as a substitute
A minimum of 4 years experience in community development and or ethical or
social business activities
Able to represent Oxfam at the level of local partners, local
administration, private sector and government
Experience in working with project partners and with establishing
partnerships with national/local actors including private sector and
financial institution
Good team leadership together with the capacity to remain calm under
pressure and not lose sight of strategic priorities
Strong commitment to gender, diversity issues, equal opportunities and
ability to capacity building an inexperienced team with proven ability to
train and to mentor staff
Program management experience in community or economic including small
business development
Strong community development skills and previous experience with ethical
business development and or management
Strong interpersonal and communication skills and the ability to work
sensitively with people from various cultural and social background
Effective writing and effective verbal communication skills in Bahasa
Indonesia, with skills in English is an advantage
Analytical skills with ability to honestly assess, evaluate and draw up
plans for action to improve the program with a results oriented approach
Good people management skills and able to motivate and manage a team of
program officers working remote
Ability to take and analyze information from different parts of the
program into well written progress reports
Willingness to stay in the community at village level when required
Willingness to travel at short notice, and often in difficult
circumstances
Computer literacy – good working knowledge of spreadsheets essential
Understanding of monitoring, evaluation, accountability and learning
(MEAL) principles and practice will be desirable
Experience working on projects with M4P approach is desirable
Experience in working in NTT especially in Flores is desirable

2. Project Officer – PRISMA CCO project (code: PO CCO), based in Ende,
Flores

JOB PURPOSE:
Based in Flores NTT (Ende, Nagekeo, Ngada and East Flores), the Project
Officer (PO) has a combination of field activities and office-based work
to facilitate and monitoring the implementation of the project. The PO
will work under the supervision and guidance of Project Manager. Project
Officer will support Project Manager for establish strong coordination and
linkages amongst all the major project stakeholders in the field area to
ensure that program activities are implemented successfully. PO will
ensure the delivery of project intervention in the field, to achieve
project target and support the Project Manager for office management. S/he
will be the principal representative of executing the overall activities
at field level and report to Project Manager.

KEY RESPONSIBILITIES:
Leading for project monitoring and implementation in the field level
(district and village level)
To support Project Manager for managing the field offices’ financial,
administration and human resources so that adequate support is provided
for project implementation and ensure that Oxfam procurement system, HR
policies and other standard procedures are followed

information from different parts of the program into well written progress
reports
Analytical skills with ability to honestly assess, evaluate and draw up
plans for action to improve the program
Strong interpersonal skills and the ability to work sensitively with
people from various cultural and social background
Effective writing and effective verbal communication skills in Bahasa
Indonesia, with skills in English is an advantage
Computer literacy particularly MS Office and e-mail usage
Willingness to travel at short notice, and often in difficult
circumstances
Experience in working in NTT especially in Flores is desirable
Ability to manage multiple priorities and work under pressure and to
deadlines.
