RBM (Participatory Approach) Consultant – AWO International –

Background
AWO has been implementing its programs in partnership with grass root organizations working on micro-level, and national civil society organizations working on meso- and macro-level. Currently, it has 6-8 local implementing NGO partners in each region.

AWO has been using Results-based Management (RBM) to plan and capture results and achievements. However, in monitoring and evaluating project results, AWO has been mainly using quantitative indicators. AWO acknowledges to better account the efforts of the organization and its partners, the value and impact of its works should be accounted for through enhanced qualitative indicators. As result of a strategic discussion, the two regional offices wish to complement the existing system with qualitative RBM tools. These newly designed and added tools should help to measure the additional and not on first-sight obvious changes. It should also integrate and support a more participatory planning.
AWO International intends to undergo an Organizational Development (OD) process to analyse and to improve its existing Planning, Monitoring and Evaluation System together with its partners.

Rationale
In order to understand the requirements for a smooth and successful shift from predominantly quantitative to both qualitative and quantitative Result-Based-Management approaches/tools, AWO International seeks a consultant to introduce different kind of sets and tools to its two Asian teams. Further, the consultant shall share lessons learned from previous experiences and provide guidance to overcome organizational challenges when executing the change of approach. The consultant is expected to introduce and to equip the office teams as well as two local consultants from the respective region with the necessary tools required for a smooth transition.

Scope of Work
In close cooperation of the Regional Directors and the Coordinator Development Cooperation, the consultant will design and analyse the working approaches of the two Asian offices, will prepare and design a workshop concept, conduct a lessons learned workshop with practical application during a one-day field visit and prepare a comprehensive assignment report.
Timeline and duration of the consultancy
In total three working days for preparation including the assessment of the tools available in each regional office, analyzing the region portfolio on its strengths and limitations and preparation of the workshop’s agenda;
In total eight working days for the Lessons Learned Workshop from 8th to 12th July in Malaysia, Indonesia or the Philippines (date and location tentative) including travels;
In total two working days for preparing the workshop summary report / documentation;
In total two working days for need based remote consultation for the respective regional consultants

Deliverables
Review of the current working approaches of the two regional offices
Workshop agenda and working sessions
Introduction of different RBM tools and monitoring systems (for instance NGO IDEAS)
Sharing of experiences and challenges in regard to qualitative RBM tools
Presenting Lessons Learned from previous experiences of qualitative RBM
Introduction of possible working modalities in the field and with the target group covering the entire project cycle
Assessment, feedback & support to AWO International teams plus partners
Documentation of the workshop, its discussion and results

Related requirements
Consultant should have a minimum of 20 years working experience in programme management and organizational development. Knowledge of Migration and Human Trafficking related projects would be desirable;
Postgraduate degree in Social Science, Development Cooperation, Organisational Development or any other related field;
Experience with German INGOs being funded by the German Federal Ministry for Economic Cooperation and Development is an asset
